California measures could be referendum on stem cells, insurance for the nation


California may not be a swing state in Tuesday's presidential contest, but voters here could sway national policy when they decide the fate of two high-profile ballot initiatives on health.
Propositions 71 and 72 are referendums on two of the nation's most controversial topics: Whether the government should subsidize stem cell research and who should pay for the rising cost of health insurance.

"I think they have tremendous national importance," said Robert Stern, president of the nonpartisan Center for Governmental Studies in Los Angeles. "When it comes to issues in California, others tend to pay attention."

The latest polls show voters are divided over both measures. On Proposition 72, 41 percent of likely voters said they support the measure, while 38 percent are opposed and 21 percent don't know, according to an Oct. 21 poll by the Public Policy Institute of California.
